First Call Partners were recently commissioned by the UK Government to design a new security and justice programme in Nepal. The design took into consideration the changing context in Nepal, in which the 2015 Nepal Constitution has formed three new spheres of government – local, provincial, and federal – and mandated the devolution of policing.

The First Call team conducted research in four provinces of Nepal on the security and justice challenges facing citizens, as well as the priorities of government agencies. The research identified tackling gender-based violence and supporting the implementation of the Constitutional requirement to devolve policing as key priorities.

FCP led a participatory process that engaged government officials, the police, judicial actors, a wide range of civil society organisations, and donor governments. This ensured that the new design is attuned to local needs and the political and social context.
